I pathetically live above a busy bar. I get reduced rent for living here because, a) the apartment (an ubercool loft) is situated above a bar b) the last tenant killed herself. The live DJ starts his gig at 10pm and lasts until 2am or sometimes later, Thursday through Saturday. They just installed a new sound system, with the amps and speakers (they added 13 new speakers) are attached directly to the 4&#34; concrete beams we both share. The City Ordinance over here dictates I cannot complain unless the sound is above 80db within 50ft of the source. The problem is, a) the door is always open, making it louder b) they have drunk people all over the place yelling all night, right in front of my balcony c) bass travels differently than sound travels, correct? What can I do to soften the bass from within my apartment? My flooring is all hardwood, and my walls are concrete covered in drywall. Any suggestions? (and for the record, I have a year-long contract -- they have already tried to move me within the complex, but I do not want to pay more money for a lesser-quality apartment -- i.e. no loft, no hardwoods, etc) PLEASE HELP!

See I live in a very low income [disabled / elderly section 811] &#38;#38; moved in here in 2002 &#38;#38; after a few month [July - December] people began to judge me, &#38;#38; for the times before the end of 2002 the hall lights were on &#38;#38; the blinds in the hall were open. There were activities &#38;#38; social things like going out to lunch [went on 1 of them], then after people started to know me things changed. Things went dark, &#38;#38; the landlord would turn the lights on + open the blinds, then on the day I happen to be around &#38;#38; there are other tenants in the hall, things go dark.&#60;/p&#62;
&#60;p&#62;[NOTE: only 2 people moved in here in June, some man &#38;#38; I. He moved in @ the start of June &#38;#38; I in the middle. But things were ok until I moved in [We told this management agencies boss [new agency, the first one left because they wanted to control us &#38;#38; think we should not be alone. This place is an independent living place with 24 tenants [1 to each apt], also the first agency was nasty towards me too.]&#60;/p&#62;
&#60;p&#62;When I put in work orders in, the landlord either does nothing or when he does decide to do something he gives me an attitude make threats. This last time dad told me to put on the work order [freezer started to go out - warm] 'you will be charged', so a few days later this woman from this agency told me that this is harassment. &#60;/p&#62;
&#60;p&#62;So any advice? My dad is 83 &#38;#38; tired of all of this [it seems like my type of disability [unknown in the brain] is messing things up for me], &#38;#38; I think that I should not have to put up with the landlords threats or management not doing anything. So dad told me last week that he will call the management people [he called the office in the building &#38;#38; left a recorded message, but bet the landlord hit [erase] on the machine. People can be so rude &#38;#38; nasty towards someone &#38;#38; that someone [like me] did nothing to ask for it. I am on hyper pills to clam me down [dad gets me upset too, so this is why the pills. I was on them for a while, back in the 90's. But they made me sick so bad I had to go to the hospital, so I threw them out [yuck]. But right now these pills [Xanax] seem to do better then the others did, I fussed for a while because it seems like when your so called 'handicap' the first thing that is done is being put on pills. But these pills are calming me down, but how do I stop the stress? I also have my hobbies, but see living in places like I do means, &#60;/p&#62;
&#60;p&#62;Inspections - first place I lived in they were once a year&#60;br /&#62;
              second place [before here] they were the same&#60;br /&#62;
              the place I am now they change them, one year we had 4 inspections. &#60;/p&#62;
&#60;p&#62;This place is privately owned by this church next-door &#38;#38; the do their own inspections [missed last years]. Sometimes the county comes &#38;#38; HUD. The lease says we are to get notices but they do not give them out, so one time I told this woman from the agency &#38;#38; they did put notices out for a while. But they seemed to stop again, it is like people do not seem to care about the tenants in here. The first place I was in [for 20 years] were nice, the 2nd place was so called 'normal' high rent [$950 a month] but they did not charge me for a security deposit. So I just have to live with what happens, I am 53 &#38;#38; already got in to medical problems because of it. My doctor told me just to walk away, &#38;#38; this one time I did just that. So want to know if I should tell dad I want to move or not? I do want to move, but fining housing for me is not easy. So please pray for me. Thanks &#38;#38; God bless. ;-)
