I'm sorry to hear about your cat. You must be mourning an incredible loss. I lost my little Oliver to FIP a couple of months ago. There's still a little part of me that feels empty because of him.

But, you're right. Don't use Sevin around cats. I think I've mentioned that before.

My stepdaughter's cat, Missy, died yesterday. Missy was treated with carbaryl flea powder on Friday. Aftewards, she licked herself, as all cats like to do. She went into seizure shortly after. The vet said it was a direct cause of carbaryl (Sevin). The Canadian Veterinarian's Association has been trying to ban the use of carbaryl in flea powder for that exact reason! DO NOT USE IT ON YOUR CAT.

Will tell you one of the things im doing and still at it.I have gone to 9 different shelters and acquired a total of 32 cats and brought them home, they are currently spraying and all that they do all over my neighborhood and it now has the whole neighborhood aware of what I have been going through. We have no law of the # of cats a person can have in my town and they have told me there is nothing they can do with my next door idiot about how many she has or what they do so I have joined that lawless side.I keep them all fed and give them shelter, on my front porch, looks like a dr. doolittle movie here.As far as the kitty litter problem, I have ( on her side of the house ) put out a truck load of oil dri for them to use the bathroom in, guys I can't tell you how much this neighborhood smells like cat poop now. Will let you know about the dog situation as I am currently working on this.Im sure it won't be long before the town laws change.

I can gurantee this will work.
my aunt had a cat that kept crapping on the indoor plant, so my aunt put kyan pepper in there and the cat stopped using the tree as a bathroom.

Call a Humane Society to get rid of it.
I used to have that problem, and everytime I called the humane soceity the owners would realize that their cat went missing and bought a new cat, so I kept calling and they never bought another one.
Problem was taht it would crap in my yard in the winter. I got ticked off and shovelled it up and threw it on the cat owner's car.
I also have a spray bottle handy. when i see a cat in my yard I spray it with the spray bottle. If you put Kyan pepper around the front of your yard the cat won't come back. They hate the taste.

Ok now let's get real here for a minute. If YOU worked at the United States Dept of Justice in Wash DC ( where I am by the way) and got a fax about cat litter in some state I don't think that fax would get more than a chuckle. Keep it local at your state level. You can always go Federal if all else fails. Don't shoot yourself in the foot before the fight starts. Keep that option open. I'm sure our member has a lot of experience complaining but that dosen't mean winning. And I mean what I say.Don't start a fight always finish one. Stay focused on this.

Do want to put in here that I would write everyone from the www.doj.gov (United States Department of Justice now that would get some attention, you would be shocked at the agencies listed under this website; they do try to help, even if you get passed from one department to another--you will eventually get there) on down to a notice to each neighbor! If they are having the same problem, a petition or class action suit could be a possible way to go.

To save time and money on going to the post office to get your mail sent with a signed receipt, I found faxing works very well. Yep, it can be changed, but you have the phone number faxed to, faxed from, date and time on your copy--so it stands up very well if you are forced to go to court.

If all else fails, there is also a protective order or restraining order, as well as getting a tresspass order. Then if it is court, there is small claims, which you do not need an attorney and depending on your state, you may recoup some money; ask the judge if you may return to small claims court on the same issue if it is not taken care of by this issue. (the actions, not the money)

It doesn't mean you will get the money--the court will not force anyone to pay in a civil matter, that is up to you to try to get and you may not ever see it, so beware.

But, since she does sound like a person who needs some kind of serious intervention, there should be some local or state authority you can report her to, even if it is to the local hospital for advice. If she is gone for a while, there is still the problem of the cats, since they stay where they got fed.

Still think you should report this to the United States Humane Society www.hsus.org if for no other reason than to alert them to the lack of help. I subscribe to them and the news letters I get seem to be pretty active in situations like this one.

As you know it won't be an easy job, so send out an alarm for help! Keep in mind that people who have never had a (don't be offended) small, silly issue drive them to the brink, have no clue just how overwhelming and stressful something like this becomes. Have patients with them--they will one day experience something similar!

Now that's the spirit !!! Nothing can stop you now. The time for a paper trail is here. Write to everyone from the gov of your state on down to the mailman. Then call the local paper and have an article on the front page telling your story about no one helping you. Forget emails they can be altered. When the paper comes out watch the politicans jump..Never start a fight ...always finish one!!

In my post # 9 I mentioned that I have tried that, she takes them down at night and has even broken one of them. She is a looney, her family comes from a long line of instability.Again I wanted legal help to make sure it's done by the book but it's just not happening, everyone I speak with tells me it's another dept or agency that needs to handle this...I can't believe how much one person can get away with..It seems that I cannot solve the problem although im going to keep trying but soon instead of trying to fix the problem , I will become the problem.Fight fire with fire so to speak.

As for getagrips response in #4 above, he may have a good idea. I wrote in the woodpecker problem about the automatic sprinkler called THE SCARECROW. I do not know how it works; I'm sure it could be easily found on the net.

BOY was that an understatement! I use www.dogpile.com as my search engine, since it checks almost every search engine out there--I found pages of website addresses that carry THE SCARECROW, cat water scarer, and many other water sprinklers that are made similar to motion detector lights. Not just for cats, but any kritter that comes into your yard, even the two legged kind.

If it was me, I'd go to JoAnn's or Micheals and get fake flowers and greenery that match my garden, change the 'camoflage' and move the thing several times a day for the first week or so. You don't want to have to buy an alarm for your scarecrow!

OH! Do you have anything like Adult Protective Services in your area? It would be under Social Services for your city, county or state. Here they don't do anything except check out the situation and try to give the person information that could help them. Unless they find the situation to be beyond healthy for them. They are supposed to keep you completely anon!

Bats in the bellfrey for sure, but im sure she's lonely becasue she has ran everyone off including friends and family because of this problem.Thank You Maggie for the info,I will call DDA,they need to be informed as well, sounds like.In all honesty she needs help, mentally.
Believe you me I love animals and if I had somwhere or someway to save them, I would to, butI know that I can't and thats the difference between her and I, knowing the difference. You must understand that I live in a area where "IF IT AIN'T MY PROBLEM THEN THERE IS NO PROBLEM", so truthfully legal ( I think) is the only way but I will try DDA first, I didn't know about them so it's worth a try before legal action....Again,Thank You all.

There is an organization that I have worked through with problems on ADA issues for animals, ect. Doris Day (the actress) has done incredible work for animal safety, laws, regulations and much more. Even though it seems her biggest concern is for having animals fixed so they cannot reproduce, she has numerous sources to contact for help with animal problems.

You may want to try contacting her organization, Doris Day Animal Leaque, before you take the lawyer route. The website is www.ddal.org and you can contact them via the site or directly by telephone. If they cannot help you directly, they will go out of their way to find someone who may be able to help.

One other option is the Humane Society of the United States. Not alot of people know that FEDERAL LAW SUPERCEDES STATE LAWS, UNLESS STATE LAW IS MORE EFFECTIVE. I didn't want to say that to loud, since I live in a state with a militia ready, on short notice, to fight the "FEDS" for freedom to leave the Union. So, I have had to deal with some hardcore people on the issues of animals for use for the disabled (what do they need animals for-they can stay home)... and for ADA issues, such as handicap parking. The wbsite for the Humane Society of the US is: www.hsus.org and they may have something to say about the lack of help in your area, as well as take care of your issues with the cats.

Lawyers and court cases take much more out of your time, savings, both physical and mental health than what most people realize. I would love to see you get your problem solved without the added stress you are already under from the issues.

Good luck and think of what you will be doing to help the cats, other people in your area and your own sanity, if you are able to get this done with minimal costs and a permenant basis, not just between you and your neighbor!!!

Thanks guys for the replies, I have called the town I live in, the county I live in ( Heatlh Dept) and even the state ( Health Dept) I live in and they all say it is a problem to be handle by local authorties meaning the town , I assume, but they refuse to do anything about it.I spoke with someone since and they are telling me I have a suit against the neighbor , the town and maybe even the county.I am contacting a lawyer tomorrow to see if there is anything he can do,I just want it resolved before this causes me to have to leave my home. I will keep you guys posted on how it goes.Trust me when I say that I have tried everything possible to handle this matter withoput getting to this point but now I am backed into a corner. The list goes on and on with this lady and it just seems to get worse by the week. She actually travels around our town at night( until 1:30 am in the morning, EVERY night) and feeds the wild cats and when kittens are born she brings the ones she can get her hands on back here, raises them in her house and then when they get old enough she turns them out, here,Her own children won't even come and stay over night, im sure her house smells like a litterl box and is probally close to dangerous with desease.Well like I said I can go on and on, I will stop here and again thank You for all your help..:)

Good idea but not many if any municipalities have laws about cats roaming. They are considered free sprits. Check with your local authorities.

So you will not leave yourself open to a 'false' charge, have your Animal Control or Humane Society come out and set live traps; have the cat(s) taken in to the agency in your area. There is usually a nice fine for letting animals run free--bigger if shots and licenses are not up to date. Then you will also have your proof to do the above.

There is also a product I plan to try called Critter Ridder. It is supposed to be safe, just omit an unpleasant odor to animals sensitive noses. I have squirrels planning on taking up house keeping on my roof--weird spot, but to each his own. I'll let you know if I have success when I can get some one up there to sprinkle the stuff.

You are calling the wrong people. You need your local Health Dept. They can come out on a citizen complaint and issue an order to remove a health hazard. If your neighbor is non-compliant the Health dept will enforce the order using the police dept.
You're not being the bad guy. Never start a fight...always finish one.

Hey! That's a good idea about the dog leash stake!! I think you can also get a "runner" so the dog can run back and forth.
