I feel anyone who is going to get a "pet" should do just that. Anyone who wants to leave another living being tied, caged* or whatever AND left lonely, most likely out of water and more than a few missed meals, laying in dirt and bugs, cold or hot, SHOULD JUST GET A STATUE TO SET OUT IN THE YARD! Mushers have dogyards with 8 to a hundred or more dogs. They are chained with a 3-4 foot chain--to their own insulated doghouses. The owners or crews feed, water, clean, brush, love on these dogs, as well as run them year round. (yes exceptions, but monitored & other mushers will step in...) If they can do it with multiple dogs, a PET owner should able to treat their PET with humanity.
*not referring to crate/cage training, which is done indoors,is effective and if done right--HUMANE.
